It's got to be meaningful, drive innovation and aid learning - these are the key goals of the new Part L Building Regulations, due to come into force in England and Wales late next year (with a similar bill going through the motions in Scotland).
CLG (the Community for Local Government) is currently asking for comments about the new proposals, which will affect SAP Calculations, EPCs, SBEM (for commercial), building extensions, energy statements and the Code for Sustainable Homes.
So, what are the proposals? I've got 600 words to summarise 95 pages - here we go!

When we moved into our current house, we had a water meter fitted as part of some renovation work. From that day forward I've had a typical bloke-style commitment to consistently use less and less water, which can be easily measured because each bill received tells me how many litres of water we've used.
There is a well-held belief that there are many more people like me in the world, who share the idea that water meters are a great idea. They encourage us to use less, and therefore spend less money.
